Agnivesh: announce ceasefire, I'll broker Maoist-government talks

Social activist Swami Agnivesh has volunteered to broker peace talks between Maoists and the government if the latter announced three months' ceasefire from May 15 to August 15 and halted its “Operation Green Hunt” against the extremists. He was confident that a breakthrough could be achieved and the Maoists made to come to the negotiating table if his proposal was accepted.
“I appeal to Prime Minister Manmohan Singh to intervene in the issue and he can even appoint a senior Minister like A.K. Antony to oversee the enforcement of the ceasefire,” Swami Agnivesh told The Hindu here on Saturday.
“This cessation of hostilities will end everything and kidnappings too will come to a halt,” he said, referring to the recent kidnapping of Sukma (Chhattisgarh) District Collector Alex Paul Menon on April 21, for whose release negotiations were going on between the representatives of the Maoists and government mediators.
Asked whether he could give a guarantee that the Naxals would not violate the ceasefire during the truce period, he said: “I am quite confident that the Maoists will uphold their assurance and come to the negotiating table if the government is genuine in halting the search operations.”
Swami Agnivesh claimed that the deceased Maoist leaders Kishenji and Cherukuri Rajkumar known as Azad had issued statements mentioning their intention to hold peace talks. But the government did not accept the offer. Dr. Singh, he said, should get himself fully involved in the issue and he could even convene a meeting of the Chief Ministers of the Naxal-prone States — Bihar, Jharkhand, West Bengal, Odisha, Chhattisgarh, Andhra Pradesh, Karnataka and Maharashtra — to find an amicable settlement.
On the Alex Menon abduction issue, the social activist said the Maoists had themselves asked him not to volunteer as the mediator this time as the Chhattisgarh government had humiliated him earlier. A group comprising Special Police Officers (SPOs) of Chhattisgarh and members of the Salwa Judum had attacked him during March last year when he attempted to deliver relief to a village allegedly torched by the security forces in Dantewada district.
In February last year, Swami Agnivesh had mediated and secured the release of five policemen kidnapped by the Maoists.

सरकार का चेहरा ज्यादा हिंसक है

देश में नक्सलवाद गहन चिंता का विषय बनता जा रहा है। प्रधानमंत्री इसे आंतरिक सुरक्षा के लिए सबसे बड़ा खतरा बताते हैं। नक्सल प्रभावित राज्यों के मुख्यमंत्रियों के साथ बैठकें होती हैं। माओवाद का कड़ाई से मुकाबला करने का प्रण लिया जाता है। सरकार कभी शांति प्रक्रिया की बात करती है, तो कभी आपरेशन ग्रीनहंट चलाती है। इधर माओवादी पहले से ज्यादा आक्रामक होते दिख रहे हैं। उड़ीसा के अपहरण प्रकरणों के बाद छत्तीसगढ़ में भी कलेक्टर का अपहरण कर लिया जाता है। माओवादियों की अपनी मांगें हैं और सरकार की अपनी नीतियां। अपहृतों की रिहाई के लिए दोनों ओर से मध्यस्थों के नाम तय होते हैं। लेकिन यह सिलसिला कहां जा कर थमेगा, यह आज का बड़ा सवाल है। सामाजिक कार्यकर्ता स्वामी अग्निवेश ने गत वर्ष छत्तीसगढ़ में पांच जवानों की माओवादियों से रिहाई में सफल मध्यस्थ की भूमिका निभाई थी। उनके मुताबिक माओवादियों की हिंसा सही नहींहै, लेकिन सरकार का रवैया भी उतना ही गलत है। स्वामीजी शांतिप्रक्रिया के पक्षधर हैं और 'गोली नहींबोली' उनका नारा है। नक्सलवाद के उदय से लेकर आज तक की परिस्थितियों पर देशबन्धु के समूह संपादक
राजीव रंजन श्रीवास्तव ने स्वामी अग्निवेश से विस्तार से बातचीत की, पेश हैं उसके संपादित अंश।
प्र. पिछले वर्ष छत्तीसगढ़ में नक्सली कैद में बंधक जवानों को छुड़वाने के लिए आपने मध्यस्थता की थी और सफल भी हुए थे। इस बार कलेक्टर एलेक्स पाल मेनन के अपहरण मामले में नक्सलियों ने मध्यस्थ के रूप में आपका नाम नहींदिया है। इसके पीछे क्या कारण हो सकते हैं?
उ. मध्यस्थों का नाम लेते हुए उन्होंने जो चिट्ठी भेजी है, उसमें आखिरी में मेरे नाम का जिक्र है। उन्होंने कहा है कि स्वामी अग्निवेश ने खुद इसकी पहल की है। वे शांति प्रक्रिया के लिए 2010 से प्रयासरत हैं। हम उनकी सराहना करते हैं। लेकिन हम नहींचाहते कि वे छत्तीसगढ़ सरकार के हाथों किसी भी प्रकार की बदनामी का शिकार हों। इसलिए हम उनके नाम की घोषणा नहींकर रहे हैं।
प्र. आपने कई मंचों से सरकार और माओवादियों के बीच मध्यस्थता के लिए स्वयं बढ़कर पहल की है। और एक मौका ऐसा आया भी। अब अगर आपको मध्यस्थता का प्रस्ताव मिलता है तो आपकी रणनीति क्या होगी?उ. देखिए मैं तो शुरू से ही इसका पक्षधर रहा हूं। जब मैं 6 से 10 मई 2010 तक रायपुर से दंतेवाड़ा की यात्रा पर था, तब जो मेरा नारा था वही आज भी है, गोली से नहींबोली से। और इसका सीधा मतलब है कि सरकार को बल प्रयोग और माओवादियों को बंदूक का रास्ता छोड़कर शांति प्रक्रिया के लिए आगे बढ़ना चाहिए जो बातचीत से ही संभव है। अभी भी मुझे पूरा विश्वास है यदि केंद्र की ओर से यह आश्वासन मिले कि अगर अगले तीन महीने किसी भी प्रकार का ऑपरेशन, आपरेशन ग्रीन हंट नहींकरेंगे तो माओवादी भी वार्ता के लिए तैयार हो जाएंगे। और यह अच्छा मौका होगा जब इस समस्या का समाधान ढूंढने के लिए एक शांतिपूर्ण वातावरण बनेगा। फिर इस वातावरण में एक बैठक बुला सकते हैं। शुरुआत के लिए इनके जो साथी जेल में बंद हैं, इनके पोलित ब्यूरो के जो सदस्य हैं, जैसे नारायण सान्याल रायपुर सेंट्रल जेल में हैं, कोबाद गांधी तिहाड़ जेल में बंद हैं, ऐसे पांच-दस लोग जो जेल में हैं उनको पैरोल पर छोड़कर बातचीत के लिए बिठाया जा सकता है। दूसरी तरफ सरकार भी प्रधानमंत्री की पहल पर उच्च स्तरीय अपना एक प्रतिनिधि मंडल गठित कर ले। और प्रधानमंत्री हर बार नहींउपलब्ध हो सकते, तो उनके नुमांइदों के रूप में ए.के.एंटोनी, राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन या आदिवासी कल्याण मंत्री ऐसे किसी को मनोनीत किया जा सकता है। इसी प्रकार कुछ समाजसेवी संगठनों से भी शांतिप्रक्रिया के लिए सदस्य बनाए जा सकते हैं। बीडी शर्मा जैसे लोग बहुत अनुभवी लोग हैं। ऐसे लोगों के साथ गोलमेज बैठक हो और विचार किया जाए कि समस्या क्या है, उसकी जड़ में क्या है। जब जड़ में जाने की बात होगी तो यह समझ में आएगा कि यह कानून व्यवस्था का मामला नहींहै। और इसलिए राज्यों का भी अकेला मामला नहींहै, क्योंकि कानून व्यवस्था की बात राज्यों से तुरंत जोड़ दी जाती है और केंद्र कहता है हम मदद करेेंगे। जब जड़ में जाएंगे तो पहला सवाल उठेगा कि पिछले 60 सालों से भारतीय संविधान का जो सबसे पवित्र हिस्सा है, आदिवासियों के लिए 5वां अनुच्छेद लागू क्यों नहींकिया गया। इसके लिए कौन लोग जिम्मेदार थे। या अब भी हैं। आप अपने संविधान को ठीक से कैसे लागू कर सकते हैं। 1996 में बनाया गया पेसा कानून अब तक लागू क्यों नहींकिया गया। वन अधिकार अधिनियम को बने 6 साल हो गए, वह क्यों नहींलागू हुआ। सरकार के कानूनों की समीक्षा, संवैधानिक धाराओं की समीक्षा इस प्रकार हो जाएगी। इसके अलावा माओवादियों की ओर से मांग है कि प्रतिबंध हटाओ, प्रतिबंध हटाते ही हम सामने आ जाएंगे। सामने आ जाएंगे का मतलब कि लड़ने के प्रजातांत्रिक तरीके, धरना, प्रदर्शन, जुलूस उनका इस्तेमाल होगा। तब छिपने-छिपाने का औचित्य नहींरह जाएगा। उन पर प्रतिबंध लगाकर हमने उनको अंडरग्राउंड होने का मौका दिया है, वे हथियार उठा रहे हैं और हमारे पास उनके लाइसेंस जांचने का कोई अवसर नहींहै। वे खुद मांग कर रहे हैं कि हमारे ऊपर से प्रतिबंध हटाओ ताकि हम प्रजातांत्रिक तरीके से अपने संगठन को आगे बढ़ाएं। अब यदि सरकार या समाज को यह डर हो कि उनको प्रजातांत्रिक तरीके से विरोध की छूट दे दी और उनके विचारों में जो आग है उससे ये देश पर छा जाएंगे, तो मैं समझता हूं कि उन्हें छा जाना चाहिए। जो विचार हैं उनके पास, शक्ति, ऊर्जा, समर्पण है, तो हो सकता है वे आगे निकल आएं। उनके विचारों से हमारे विचार शायद न भी मिलते हों। पर उनकी क्रांतिकारिता अगर लोगों को आकर्षित करती है तो करे। कहने का मतलब फिर विचारों की लड़ाई होगी। उसके लिए हमें तैयार रहना चाहिए। लेकिन सरकार ने प्रतिबंध लगाकर उनको अंडरग्राउंड कर रखा है और अंडरग्राउंड लोगों पर कार्रवाई के लिए सेना या पैरा मिलिट्री फोर्स लगा रखी है। और अब तो अबूझमाड़ के दरवाजे पर सेना का एक बड़ा शिविर तैनात है। इन सब चीजों को देखकर नहींलग रहा कि बंदूक के बल पर इसका कोई समाधान हो पाएगा। सवाल यह है कि सरकार को यह समझ में आना चाहिए कि यह समस्या आज या पिछले कुछ सालों में पैदा नहींहुई है। यह 1967 में शुरु हुई थी। जो भूमिहीन थे उन्होंने नक्सलबाड़ी में विद्रोह किया। अगर देश की आजादी के बाद भूमि समस्या का समाधान सही ढंग से हो गया होता, तो न नक्सलबाड़ी में कोई विद्रोह होता न देश में माओवाद पनपता। जड़ में जाने के लिए भूमि सुधार कानून लागू करना होगा। इस कानून के तहत 18 एकड़ से अधिक भूमि आप नहींरख सकते और सरप्लस जमीन भूमिहीनों में बांटी जानी चाहिए, लेकिन जिन्होंने फर्जी तरीकों से भूमि हड़प ली, क्या आप उनका कुछ कर पाए। यह कानून ईमानदारी से पहले दिन से लागू नहींकिया गया। विनोबा भावे के भूदान आंदोलन में पहले दिन से बेईमानी आ गई, कहा गया कि बड़ा सफल आंदोलन रहा, हजारों एकड़ जमीन दान में मिली। लेकिन लोगों ने पथरीली, बंजर जमीन दान में दे दी और उसका भी आबंटन अब तक नहींहुआ। कहने का तात्पर्य यह है कि भूमि अर्थात जल, जंगल, जमीन और खनिज का प्रश्न अब आ गया है और इसके साथ मूल प्रश्न यह उठता है कि देश किसका है। जिसे हम भारत कहते हैं वह किसका है, मंत्री, मुख्यमंत्री, टाटा, बिड़ला, अंबानी या देश की जनता का है। संविधान जिसकी शुरुआत में ही हम भारत के लोग कहा जाता है, उसे बनाने वाली जनता है, देश का मालिक जनता है। इसकी संपदा कामालिक जनता है। जनता हर जगह नहींजा सकती, इसलिए प्रजातांत्रिक निर्वाचन प्रणाली बनायी गई। इसका यह अर्थ नहींहै कि जनप्रतिनिधि जनता के मालिकाना हक को ही छीन ले। मूल प्रश्न प्राकृतिक संपदा के स्वामित्व का है। कोई भी निर्णय मालिक की सहमति से लिया जाना चाहिए, उसे धता नहींबताई जा सकती। प्राकृतिक संपदा पर सबका समान हक होना चाहिए, गैर आदिवासी समाज में ऐसा नहींहै लेकिन आदिवासियों में आज भी सामाजिक स्वामित्व की परंपरा है। संविधान में निहित भावना को और ईमानदारी से लागू करने की जरूरत है। बातचीत में जब ये सारी चीजें निकलेंगी तो हमें हमारी गलतियों का एहसास होगा कि माओवाद आसमान से नहींआया, चीन या रूस से आयात होकर नहींआया। हमारी गलतियों ने उसके लिए जमीन तैयार की। गरीब परिवार को विकास के नाम पर जमीन से बेदखल किया और जिनका जल, जंगल, जमीन से कोई लगाव नहींउनको यहां बिठा दिया गया। विदेशी बैंकों में पूंजी बढ़ाने से अधिक उनका कोई स्वार्थ नहीं। जो सदियों से, परंपरा से, और संविधान से मालिक थे, उनको बेदखल किया गया। लड़ाई के मूल में ये सवाल है, इसे टालते रहेंगे, नहींसमझेंगे तो गलत होगा। एलेक्स पाल मेनन तो बहुत अच्छा काम कर रहे थे, उनसे किसी को क्या झगड़ा है, लेकिन वे इसी राज्य सरकार का प्रतिनिधत्व कर रहे थे, विनील कृष्णन भी अच्छा काम कर रहे थे। बस्तर में आज भी तीन चौथाई जमीन पर गैर आदिवासियों का कब्जा है। यह कैसे हुआ, इसे ठीक करने की किसमें इच्छाशक्ति है। डॉ. रमन सिंह या किसी और में यह है क्या? संविधान को सही तरीके से हमने लागू नहींकिया और इसके अपराधी हम हैं।
प्र. जहां विकास हो रहा है, वहां माओवादी ज्यादा आक्रमण कर रहे हैं। एलेक्स पाल मेनन हों या झिना हिकाका, इन्होंने विकास के कई काम किए।
उ. यदि कोई विकास कर रहा है और उसका अपहरण हुआ है या सिपाही मारे जाते हैं, तो कहा जाता है कि सिपाही क्यों मारे जा रहे हैं। वो भी तो गरीब हैं। कलेक्टर हो या सिपाही ये सरकार के प्रतिनिधि हैं, तो उनका कहना भी इतना ही है कि तुम अपने दायरे में रहो, हमारे पीछे मत पड़ो। जंगल में आकर खोजबीन करना, पता लगाना, ये सब न करो, तो हमारा-तुम्हारा कोई झगड़ा नहींहै।
यदि तुम हमारी खोजबीन में लगोगे तो हमें अपनी सुरक्षा के लिए कदम उठाना होगा। इसलिए वे सिपाही को मारते हैं, कलेक्टर-विधायक का अपहरण करते हैं। उनका किसी के नाम से नहीं, पद से झगड़ा है। अब हम उनसे पूछें कि तुम इस जगह के मालिक कैसे हो, वे हमसे पूछेंगे कि आप कैसे यहां के मालिक हुए। तो इसके लिए समीक्षा होना जरूरी है। मैं ये नहींकहता कि माओवादी मालिक हैं, लेकिन ये भी उतनी ही ताकत से कहूंगा कि डॉ. रमन सिंह भी मालिक नहींहैं। डॉ.र मन सिंह मुख्यमंत्री होने के नाते जनप्रतिनिधि हो सकते हैं। लेकिन किनके हितों के लिए काम हुआ, गरीब आदिवासियों के हितों के लिए नहींहुआ। इसकी समीक्षा कौन करेगा, कब होगी? चूंकि सरकार के ये प्रतीक है, इसलिए उन्हें दिक्कत हो रही है। विनील कृष्णन मलकानगिरी के उस ओर विकास के लिए गए, उनके पहले का कोई कलेक्टर नहींगया। एक छोटा सा पुल था, जो आठ सालों से नहींबन पाया था, विनील कृष्णन ने बनवाया। संपर्क मार्ग, पुल की कमी के कारण बीमार आदिवासी इलाज के अभाव में मर जाते थे, लेकिन एक छोटा सा पुल नहींबनाया जा सका। तब तो माओवाद नहींथा। इन आदिवासियों की मौत के लिए अपराधी कौन था। क्या वे जानवर थे, जिन्हें ऐसे ही मर जाना चाहिए था। वहां अस्पताल, सड़कें, बिजली, स्कूल क्यों नहींबनाए गए। माओवादी 26 जनवरी 1950 को तो पैदा नहींहो गए थे। संविधान पूरे देश के लिए लागू हुआ या केवल अपने रिश्तेदारों के लिए। अभी भी आप देख लीजिए, सारे पद रिश्तेदारों के लिए हैं, पूरी बेशर्मी से ऐसा चल रहा है।
प्र. क्या अपहरण, मारकाट का माओवादी रवैया सही है, जिसमें आम जनता भी पिस रही है?
उ. नहीं,बिल्कुल गलत है। हिंसा की पहले शब्द से मैं निंदा करता हूं। जब मैं रायपुर से दंतेवाड़ा के लिए निकला था, तब भी मैंने निंदा की थी। दिल्ली से चलने से पहले एक पत्रकार ने पूछा था कि 76 जवानों को मार दिया गया, आप क्या कहते हैं? मैंने कहा था कि मैं भर्त्सना करता हूं। उन्होंने कहा कि वामपंथी तो उनकी निंदा नहींकरते हैं। मैंने कहा कि मैं वामपंथी हूं और निंदा भी करता हूं। वे हिंसा करके गलत करते हैं। अभी भी आप देखेंगे कि अच्छे-अच्छे वामपंथी भी इसकी निंदा करते हैं। लेकिन जब हम किसी चीज को हिंसा कहते हैं तो उसका यह अर्थ नहींहै कि राज्य सत्ता का अभिक्रम हिंसक नहींहै। दो तरह की हिंसा हो रही है-एक कलेक्टर का अपहरण किया जाना और दूसरी तरफ उसी बस्तर में 17 सौ गरीब आदिवासियों का अपहरण आज से पांच साल पहले हुआ है और वे जेलों में बंद हैं। इस अपहरण के लिए किसी मीडिया, किसी देशबन्धु, किसी चैनल ने क्यों नहींआवाज उठाई। कलेक्टर के अपहरण पर बड़ा हल्ला है, उसके सारे गुण दिखाई दे रहे हैं, उसकी पत्नी के गुणों की बात हो रही है। टाइम्स नाऊ उनकी पत्नी के साथ बात कर रहा है। लेकिन जब आदिवासी की बेटी के साथ बलात्कार होता है, उसके पिता के सामने उसे काटा जाता है, तो कोई अर्णव गोस्वामी उसका साक्षात्कार क्यों नहींलेता। प्राथमिकताएं बिल्कुल सड़ी हुई हैं। जैसे आदिवासी इंसान नहींहैं, कीड़े-मकोड़े हैं। ये हमारी अभिजात्य सोच है। सोनी सोढ़ी के लिए इनके पास समय नहींहै। जो आदिवासी इलाके में शिक्षिका थी, उसे बुरी तरह प्रताड़ित करने वाले अंकित गर्ग को राष्ट्रपति भवन में सम्मानित किया जा रहा है। शर्म से डूब जाना चाहिए ऐसी सोच रखने वालों को और ऐसे चैनल वालों को।
प्र. पत्रकार लिंगाराम कोडोपी आपके यहां कुछ दिन रहे थे। उन पर भी माओवादी होने का आरोप है और वे अब जेल में हैं....
उ. हां, कोडोपी मेरे घर 10-12 दिन रहा था। प्रशांत भूषण ने मुझसे कहा था कि स्वामीजी इसके साथ बड़ी ज्यादती हो रही है, पुलिस इसके पीछे है, इसका एनकाऊंटर हो सकता है, इसे अपने यहां कुछ दिन रहने दीजिए। वह पत्रकारिता की पढ़ाई कर रहा था, गाजियाबाद में। अब देखिए उसको कह रहे हैं कि वह मास्टरमाइंड है। अब कल्लूरी तय कर रहे हैं कि कौन मास्टरमाइंड है, कौन माओवादी। तो ये सब बातें मैं नजदीक से देखता हूं, मैंने तो रमन सिंह को भी काफी नजदीक से देखा है। जब मैं पांचों जवानों को छुड़ाकर लाया, तो रायपुर सर्किट हाउस में आयोजित प्रेस कांफ्रेंस में उन्होंने मेरी काफी तारीफ की। बहुत बड़ा काम किया, अच्छा काम किया आपने। मैंने भी उनसे कहा आप भी एक छोटा सा काम कर दीजिए। जिनके खिलाफ कोई आरोप नहींहै, उनमें से सबसे गरीब, निहायत बेकसूर पांच आदिवासी छोड़ दीजिए। परंतु आज तक नहींकिया उन्होंने।
प्र. डॉ. रमन सिंह कहते हैं कि मानवाधिकार कार्यकर्ता जवानों के मरने पर कुछ नहींबोलते और यदि कोई माओवाद समर्थक या माओवादी पकड़ा जाता है या मारा जाता है तो उनके हिमायती बनते हैं। क्या सचमुच ऐसा है?
उ. नहीं। मैंने तो आपके सामने बात रखी कि पांच जवानों को माओवादी उठाकर ले गए। यदि इनके सगे संबंधी को उठाकर ले जाते तो क्या 18 दिनों तक ये सो सकते थे। वो गरीब सिपाही था, उसके रिश्तेदार मारे-मारे फिर रहे थे और आखिर में उन्होंने मान लिया था कि सरकार कुछ नहींकरेगी। तब मुझे मध्यस्थता के लिए डॉ. रमन सिंह का फोन आया और मैं अपने साथियों व मीडियाकर्मियों के साथ जाकर उन्हें छुड़ाकर लाया। मैं कोई एहसान नहींजता रहा हूं। मैंने तो उनसे 17 सौ में से केवल पांच गरीब, बेकसूर आदिवासियों को छोड़ने की बात की थी, उन्होंने हां भी कहा था। पत्रकारवार्ता में उन्होंने कहा था कि बातचीत से ही हल संभव है, बलप्रयोग से नहीं। अब बातचीत का वो रास्ता कहां गया? मैं उनके पीछे महीनों लगा रहा कि कोई पहल तो हो।
प्र. सरकार बार-बार कहती है कि माओवादी हथियार त्याग दें तो हम वार्ता के लिए तैयार हैं। क्या यह शर्त संभव है?
उ. हथियार छोड़ने के लिए वो भी तैयार हैं लेकिन सरकार भी हो। यह साथ-साथ होगा। आपके पास हथियार हैं और मेरे पास भी। आप कहेंगे यह आपकी आत्मसुरक्षा के लिए है, वे कहेंगे यह उनकी सुरक्षा के लिए है। तो हथियार साथ-साथ रखने होंगे। आज रात को 12 बजे घोषणा करें, मेरे पास माओवादियों के राष्ट्रीय नेता राजकुमार उर्फ आजाद का पत्र है जिसमें कहा गया था कि दोनों ओर से युध्द विराम हो तो हम 72 घंटे नहींवरन 72 महीने के लिए हथियार छोड़ देंगे। पर यह परस्पर पूरक हो।
प्र. आपने यह प्रस्ताव सरकार को दिया?
उ. बिल्कुल, मैंने तुरंत लाकर दिया। मेरी चिट्ठियां आप अपने अखबार में छाप सकते हैं। पहले तो 6 मई से 10 मई 2010 तक की घटनाएं सिलसिलेवार आपके पास होंगी ही। 11 मई को पी. चिदम्बरम की चिट्ठी मेरे पास आई, सीलबंद लिफाफों में। उसमें पांच चरणों में युध्द विराम का प्रस्ताव है। मैंने इसका जिक्र माओवादियों से किया। उन्होंने कहा चिट्ठी दिखाइए, मैंने कहा नहींदिखा सकता, क्योंकि यह गोपनीय पत्र है। उन्होंने इसे बकवास करार ठहराते हुए गृहमंत्री को झूठा बताया। अगले दिन 12 मई को मैं गृहमंत्री से मिला। मैंने उनसे पूछा कि आपकी नजर में माओवादी क्या हैं? क्या ये आतंकवादी हैं या अलगाववादी हैं। चिदम्बरम का जवाब था न वे आतंकवादी हैं, न अलगाववादी। वे अलग राज्य की मांग नहींकर रहे हैं। लेकिन वे राज्य विद्रोही हैं। मैंने कहा बात जब भी होगी किससे होगी। राज्य से ही होगी न। वे चुनाव को नहींमानते, लेकिन जब आपको गृहमंत्री के रूप, जनप्रतिनिधि के रूप में मान रहे हैं, बात के लिए तैयार हो रहे हैं तो चुनाव और लोकतांत्रिक प्रक्रिया को मान ही लिया न। लेकिन वे अपनी चिट्ठी को गुप्त ही रखना चाह रहे थे। और मुझसे उनके सूत्रों के बारे में पूरी जानकारी ले ली। इसके बाद 17 मई को यूपीए-2 का एक साल पूरा होने पर सीएनएन-आईबीएन को दिए एक साक्षात्कार में उन्होंने अपने जेब से यही पत्र निकाला और दिखाकर कहा कि हम शांतिप्रक्रिया के पक्षधर हैं और उनसे केवल यह कह रहे हैं कि आप अपनी बंदूक अपने पास रखिए, केवल 72 घंटे चलाइए नहीं। इस पत्र को मैंने स्वामी अग्निवेश को मध्यस्थता के लिए दिया है। मैं इस कार्यक्रम को देखकर चौंक उठा, क्योंकि मुझसे अब तक इस पत्र के बारे में अतिगोपनीयता बरतने की सलाह दी गई थी। मैंने अगले दिन फोन किया कि चिदम्बरम जी आपने तो इसे गोपनीय नहीं रखा। तो उनका जवाब था कि हां मुझे खुलासा करना पड़ा। आप भी अपनी ओर से खुलासा कर दीजिए।
मैं उसी समय नागपुर रवाना हुआ और वहां जाकर पत्रवार्ता में इसका जिक्र किया और पत्रकारों से कहा कि इसे पूरा छापो, ताकि कहीं से भी माओवादियों तक यह चिट्ठी पहुंचे। मैंने अपने सूत्र के द्वारा भी एक प्रति उन तक पहुंचाई। 19 मई को मैंने प्रेस वार्ता ली। 20 तक उनके हाथों में पहुंची होगी। 31 मई को उनकी ओर से आजाद की चिट्ठी आती है कि हम तैयार हैं।
प्र. फिर क्या हुआ?उ. वह चिट्ठी यहां 6 जून तक पहुंची। 7 जून को मैं फिर चिदम्बरम से मिला। उन्हें चिट्ठी दिखाई कि वे तैयार हैं। पांच सालों से प्रधानमंत्री चिल्ला रहे हैं कि यह आंतरिक सुरक्षा के लिए सबसे बड़ा खतरा है। आप भी कई महीनों से 72 घंटे के युध्द विराम की बात कर रहे हैं। 11 मई को आपकी चिट्ठी मिली और 6 जून को उनका जवाब भी हमारे हाथों में है। और आपको क्या चाहिए। वे कहने लगे नहीं, नहींये झूठे हैं, बेईमान हैं। वे पहले उनसे 72 घंटे बंदूक रखने की बात चाह रहे थे। मैंने कहा वे एक साथ हथियार रखना चाहते हैं। उनका कहना था नहीं, मुझे आठ राज्यों के मुख्यमंत्रियों को तैयार करना होगा, पैरामिलिट्री बल को तैयार करना होगा। मैंने दूसरी चिट्ठी माओवादियों को 26 जून को दी, कि गृहमंत्री आपसे चाह रहे हैं कि एक तारीख तय कीजिए जहां से 72 घंटे शुरु होंगे। सूत्रों से उन्होंने मुझे संदेश दिया कि स्वामीजी सरकार के कहने से हम तारीख नहींदेंगे। सरकार खुद तारीख तय करे। बहरहाल आप हमें कोई तारीख दीजिए, हम उसे मान लेंगे। मैंने उन्हें तीन तारीखें दीं10 जुलाई, 15 जुलाई और 20 जुलाई। 30 जून को मेरी चिट्ठी लेकर उनका वही प्रवक्ता आजाद नागपुर पहुंचा, दिल्ली से हेमचंद पांडे पहुंचा, 3 बजे उन्हें एक सिनेमा हॉल के सामने मिलना था किसी से, जो उन्हें दंडकारण्य ले जाता। वहां वे सलाह करके मुझे एक तारीख बताते। इसी बीच 28 जून को मैं आदिवासियों के एक सम्मेलन में आस्ट्रेलिया, ब्रिस्बेन गया। इधर 1 जुलाई की रात को उनका एनकाऊंटर हो गया। आंध्रप्रदेश पुलिस ने उन्हें मारा। महाराष्ट्र में आंध्रप्रदेश पुलिस कैसे आ सकती है? मुठभेड़ की पूरी कहानी बना दी गई। पत्रकार हेमचंद पांडे कैसे माओवादी बनाकर मारा गया, यह भी सवाल है।
प्र. इस पूरे प्रकरण की कहानी आप जानते हैं, क्या आपने सरकार से बात की?
उ. मेरे पैरों के नीचे से जमीन खिसक गई। मैं आस्ट्रेलिया से कार्यक्रम छोड़कर लौट आया, सीधे गृहमंत्री से मिलने का समय मांगा 6 जुलाई को। उनसे पूछा कि ये सब क्या हो गया। वे मुझसे आंख नहींमिला पाए। बोले हो सकता है आंध्रप्रदेश पुलिस को उसकी तलाश थी। उस पर 12 लाख रूपए का इनाम भी था। ऐसी परिस्थिति में ये घटना घट गई होगी। ये कैसे हो सकता है, मैं उससे बातचीत कर रहा हूं, आपको बता रहा हूं, मीडिया में ये बात है और वो पुलिस द्वारा मार दिया जाता है। क्या पुलिस को नहींपता कि वो किसे मार रहे हैं? वे बोले नहीं, वे अपनी डयूटी निभा रहे थे। मैंने कहा आपकी जानकारी में लाए बगैर उसे कैसे मार दिया गया? वे बोले नहीं, मुझे कोई जानकारी नहींथी। लेकिन वे कह रहे हैं कि मुठभेड़ फर्जी है, तो आप न्यायिक जांच के आदेश दे दीजिए, दो महीने के अंदर सच और झूठ का फैसला हो जाएगा। जब दो दिन बाद हेमचंद पांडे की लाश दिल्ली आई तो कोई उसे रखने को तैयार नहींथा। जब मैंने अपने यहां रखने दिया तो गृह मंत्रालय से संयुक्त सचिव का फोन आया कि आपको ऐसा न करने की सलाह दी जाती है, आप तकलीफ में पड़ सकते हैं। मैंने कहा जो खतरा होगा, होने दो। मृत शरीर का सम्मान होना चाहिए। अगले दिन उसका दाह संस्कार हुआ।
इधर जब गृहमंत्री ने मेरे प्रस्ताव (फर्जी मुठभेड़ मामले की जांच) को मना कर दिया तो मैं प्रधानमंत्री से मिला। उन्होंने आधे घंटे मुझसे बात की। न्यायिक जांच पर वे सहमत हुए, मैंने कहा कि ठीक है मैं पत्रकारों को बता देता हूं कि जांच होगी। उन्होंने कहा अभी नहींबताइए, चार-पांच दिन रुक जाइए। इस बीच मैं चिदम्बरम को भी तैयार कर लूंगा। मुझे हंसी भी आई कि प्रधानमंत्री कह रहे हैं कि मैं गृहमंत्री को तैयार कर लूंगा। मैं चार-पांच दिन क्या चार-पांच महीने तक इंतजार करता रहा, लेकिन कुछ नहींहुआ। अब मुझे मिलने का समय देना बंद कर दिया प्रधानमंत्री ने। मैं राहुल गांधी से मिला, उन्होंने आधा घंटा मुझसे बात की, सारे कागज देखे। उन्होंने कहा कि जांच जरूर होनी चाहिए। फिर मैं सलमान खुर्शीद, अरूण जेटली, राजनाथ सिंह, आडवानी सबसे मिला। भाजपा के नेताओं से मैंने कहा कि आपकी मोदी सरकार पर फर्जी मुठभेड़ के आरोप लग रहे हैं। आप भी सवाल उठाइए कि ये कैसी मुठभेड़ है? लेकिन कोई खतरा मोल लेने को तैयार नहींथा। कांग्रेस, भाजपा सब एक हैं। अंतत: मैं सुप्रीम कोर्ट गया, याचिका दायर की। 14 जनवरी 2011 को मैंने याचिका दायर की और 14 मई को फैसला आया कि सीबीआई तीन महीने के भीतर जांच करे। लेकिन अभी जाकर पिछले महीने उसकी रिपोर्ट आई है, जो गोपनीय रखी गई थी। प्रशांत भूषण को इस रिपोर्ट को जांचने दिया गया और जब उसकी कमजोरियों को सुप्रीम कोर्ट के सामने लाया गया तो वह भी हैरान थी कि इतनी कमजोर रिपोर्ट सीबीआई कैसे तैयार कर सकती है। 27 अप्रैल को इस पर फिर सुनवाई है।
आजाद और हेमचंद पांडे की मौत से मुझे बहुत दुख हुआ था, मैंने सोचा था कि एक बड़ा काम भारत में हो जाएगा। बहरहाल, 20 जुलाई को प्रधानमंत्री से मिलने के बाद मैंने 21 जुलाई को माओवादियों को पत्र लिखा कि मैंने प्रधानमंत्री से बात की है, तो आप भी धीरज रखें, शांति प्रक्रिया पटरी से न उतरने दें। आजाद को अगर आप सच्ची श्रध्दांजलि देना चाहते हैं तो उस शांति प्रक्रिया को जारी रखें, जिसके लिए आजाद आगे बढ़ रहा था। ये भाषा चिट्ठी में मैंने लिखी, मैंने तीन तारीखों वाली चिट्ठी और अखबारों की कतरन भी संलग्न होने की बात लिखी। 3 अगस्त को दिल्ली विवि में इसी विषय पर मेरा व्याख्यान था। इसी दिन एक माओवादी नेता श्रीकांत उर्फ सुकांत का मेल आया कि स्वामीजी चिट्ठी लिखवाकर सरकार आपका इस्तेमाल हम तक पहुंचने के लिए कर रही है। आजाद को मार डाला गया। मुझे भी आपकी चिट्ठी मिली तो आंध्रप्रदेश पुलिस ने घेर लिया, मैं बचकर निकल आया, वर्ना मेरा भी एनकाउंटर हो जाता। आप कृपा करके कोई चिट्ठी का आदान-प्रदान नहींकीजिए, जो बोलना है मीडिया में बोलिए, आपका संदेश हम तक पहुंच जाएगा। और यह आखिरी बातचीत हमारे बीच हुई।
जिस सरकार को हम प्रजातांत्रिक कहते हैं। मानवीय मूल्यों की रक्षा करने वाले कहते हैं, यह उसका चेहरा है। दूसरी ओर क्रूर, हिंसक, बर्बर, हत्यारे माओवादी हैं। दोनों की तुलना मैं करता हूं तो मुझे सरकार का चेहरा ज्यादा हिंसक लगता है। हालांकि माओवादियों से मेरा दूर तक का कोई संबंध नहींहै। सरकार से तो मैं मिलता-जुलता रहता हूं। यूपीए सरकार के लिए मेरी कहींन कहींसहानुभूति है। लेकिन जो अनुभव है, वह यही है।
प्र. आजाद के बाद किशनजी मारे गए। उसके बाद माओवादियों के बीच पत्रकारों का विश्वास खत्म हो गया है। मीडिया के साथ इस अविश्वास को आप कैसे देखते हैं?उ. क्या किया जाए। सीमाएं हैं, उसमें से रास्ता निकाला जा रहा है। अब मनीष कुंजाम ने कहा मध्यस्थता तो नहींकरूंगा, लेकिन दवाई लेकर जाऊंगा। मैं खुद सोच रहा था कि मैं और कुछ तो नहींकर सकता लेकिन दवाई जरूर ले जा सकता हूं, यह मानवीय पक्ष है। अगर किसी पुलिस वाले ने मनीष कुंजाम का पीछा किया हो, और यह बात उन तक पहुंच जाए तो फिर अविश्वास होगा। जब जवानों को छुड़ाने मैं गया था तो तत्कालीन डीजीपी विश्वरंजन को और यहां जीके पिल्लै को कहा था कि मैं जा रहा हूं और आपसे केवल एक प्रार्थना है कि कोई सिक्योरिटी मेरे साथ नहींदीजिए, कोई पुलिस वाला आगे-पीछे न हो। वर्ना वो खतरों में पड़ जाएंगे। लेकिन मेरा काफिला जब गांव पहुंचने वाला था तो पता चला कि सबसे आखिरी वाली गाड़ी में पुलिस वाले मौजूद हैं। मैंने उन्हें कहा कि आप चले जाइए, आपकी जरूरत हमें नहींहै।

World VIPs unite for GMJ

 


We, the Advisory Board of the Global March to Jerusalem, are alarmed and deeply troubled by the continuing repression of Palestinians in Jerusalem and by the deliberate and systematic attempts to expel and reduce the Christian and Muslim Palestinian population of the city as part of the policy called “Judaisation,” which is being applied to every part of historic Palestine.
This policy is inconsistent with all relevant United Nations resolutions on Jerusalem and contrary to the most basic principles of international law. Its purpose is plainly to ethnically cleanse Jerusalem of its non-Jewish population and transform a once proud symbol of international tolerance and religious and cultural diversity into an exclusionary and racist enclave.
Jerusalem is our common universal heritage. It is the centre of spirituality and ideological significance for all of the monotheistic religions, and a beacon of emancipation and hope for the downtrodden. This historic city is venerated across the world for enhancing the spiritual heritage of all humanity; it has been a symbol of unity and equality, with a message of love, mercy and compassion.
However the entire world is now witnessing a threat to the sovereignty, sanctity and inviolability of Jerusalem. The plan is not only to destroy the Muslim and Christian presence, but also to change and dismantle the social structure of Jerusalem, obliterating its indigenous Arab identity and changing the character of the city.
The people of the world have therefore taken it upon themselves to prevent this abomination, by mobilizing themselves in every part of the world and representing all religious, humanitarian, and cultural backgrounds in a global march to Jerusalem (GMJ) aimed at guarding the City of Peace from becoming a wasteland of intolerance.  We therefore lend our names to support the convergence of people from all countries and continents of the world to Jerusalem, and to the nearest points to which they are able to approach, both inside Palestine and at the Palestinian borders with Jordan, Egypt, Syria and Lebanon, as well as in their own countries, in a peaceful march towards Jerusalem.
We therefore support this effort, and encourage all of humanity to support it, by making the pledge set forth below, that all participants in the Global March to Jerusalem have agreed to accept.
1.      We assert the importance of Jerusalem politically, culturally and religiously to the Palestinian people and humanity as a whole. We call for the protection of the Holy Places and all archeological sites and consider all the efforts done to change its Arabic & cultural identity as a crime against humanity. We call on all international institutions to do their duties towards the city.
2.      The defense of Jerusalem and its liberation are a duty of all free people around the world and we call on all institutions, organizations, and individuals to participate in this duty.
3.      We condemn the Zionist campaign of ethnic cleansing in Jerusalem and the rest of Palestine including all ongoing policies intended to change the demographic and geographic situation in the city and aimed at its Judaisation. We also condemn the continuation of the Zionist occupation forces in building the apartheid wall that aims to expropriate more Palestinian lands and convert the occupied areas into shrinking cantons isolated from each other.
4.      We support the right of the Palestinian People to self-determination, to liberate their lands and to live on them in freedom and dignity like all other people on earth.
5.      We support the non-negotiable & inalienable rights of the Palestinian People, including their families, to return to their homes and lands from which they were uprooted.
6.      We reject all racist laws that distinguish between people based on ethnicity or religion and call for their cancellation and criminalization.
7.      The Global March to Jerusalem does not represent any one faction or political party, but we call for participation of all social forces, political factions, and ideologies.
8.      The Global March to Jerusalem is a global peaceful movement, which does not use violence to achieve its goals.

Global March to Jerusalem
In Amman (Jordan) on 30th March 2012

As I am leaving for Amman (Jordan ) tomorrow for participating in the Global March to Jerusalem I want to make it clear that this massive International Peace Protest (to be joined in by nearly 2,00,000 protesters from across the world) is not against Israel as a sovereign country nor against Jews as a community . The following statement endorsed by eminent people across the world including several eminent Jews should explain the purpose of our Global March.

We therefore support this effort, and encourage all of humanity to support it, by making the pledge set forth below, that all participants in the Global March to Jerusalem have agreed to accept. 

We assert the importance of
Jerusalem politically, culturally and religiously to the Palestinian people and humanity as a whole. We call for the protection of the Holy Places and all archeological sites and consider all the efforts done to change its Arabic & cultural identity as a crime against humanity. We call on all international institutions to do their duties towards the city.
The defense of
Jerusalem and its liberation are a duty of all free people around the world and we call on all institutions, organizations, and individuals to participate in this duty.
We condemn the Zionist campaign of ethnic cleansing in
Jerusalem and the rest of Palestine including all ongoing policies intended to change the demographic and geographic situation in the city and aimed at its Judaisation. We also condemn the continuation of the Zionist occupation forces in building the apartheid wall that aims to expropriate more Palestinian lands and convert the occupied areas into shrinking cantons isolated from each other.
We support the right of the Palestinian People to self-determination, to liberate their lands and to live on them in freedom and dignity like all other people on earth.
We support the non-negotiable & inalienable rights of the Palestinian People, including their families, to return to their homes and lands from which they were uprooted.

Hold impartial probe into Azad killing: Agnivesh

Act fast to restore public faith in the rule of law, social activist writes to CBI Director
Social activist Swami Agnivesh has urged CBI Director A.P. Singh to “act to retrieve its [the CBI's] reputation” and carry out an independent and impartial probe into the alleged July 1, 2010, encounter killing of Maoist spokesman Cherukuri Raj Kumar alias Azad, and attack on him (Mr. Agnivesh) and people of three villages of Chhattisgarh by the Salwa Judum and the police personnel in March last year.
In a letter to Mr. Singh, dated January 30, 2012, Swami Agnivesh wanted the CBI chief to act fast “to restore public faith in the rule of law” in both cases. He expressed the hope that the final report of the CBI on Azad's killing, expected to be submitted to the Supreme Court by March, would be free and fair.
Recalling Azad's killing and the subsequent developments which compelled him to write the letter “with deep anguish,” Swami Agnivesh said that on January 14, 2011, he filed a writ petition in the Supreme Court seeking a high-level impartial probe into the encounter. On May 14, the court asked the CBI to submit the interim report within six weeks and the final report in three months. “Disregarding the seriousness of this high-voltage encounter killing involving the Central Home Ministry and the Andhra Pradesh police and the whole peace process which got sadly derailed, the CBI dragged its feet for months beyond the deadline,” the activist said.
The interim report, which was submitted to the Supreme Court, after seven months, admitted that the CBI had not looked into the most basic Central Forensic Laboratory Report. If it were not for the court monitoring, “the CBI would have compromised its already bruised reputation of working under the influence of its political bosses,” Swami Agnivesh said.
About the delay by the CBI on probing the attacks on him and villagers of Tadmetla, Timapuram and Morpalli, when he and his companions were trying to deliver relief materials to the people during March last year, he said that on July 5 the Supreme Court ordered the CBI to file a preliminary report in six weeks. But it was only last month that the CBI visited the villages for the first time.
He said the CBI had till now not recorded the statements of those who accompanied him (during that visit), or the members of the Salwa Judum or the SPOs, who were allegedly involved in the attack.
As in the case of Azad, delay and any leniency shown towards the police during investigation would “give the public an impression that the CBI is not serious about this case, and that it is acting under the control of the Home Ministry.”
The activist said that from news reports, it was evident that the CBI team was accompanied by some 300 security personnel, including some of the SPOs, who were named by the villagers of being present during the arson, killings and rapes. There had also been news reports of beating up of one villager by the forces in Morpalli, even as the investigation was on. The CBI must hold the district police responsible for vitiating the investigation.
According to the Andhra Pradesh police, Azad, along with a journalist, was shot dead, in an exchange of fire in Adilabad district. Azad was a member and spokesman of the Central Committee of the CPI (Maoist).
However, a probe by human rights activists claimed that both of them were shot dead in cold blood and it was a fake encounter.

Letter written by Swami Agnivesh to CBI Director Shri A.P.Singh.

Dear A.P. Singh ji ,
It is with deep anguish that I am compelled to write this letter to you.
On 14th January 2011, I had filed a writ petition in the Supreme Court seeking high level impartial enquiry into the alleged encounter killing of CPI (Maoist) leader Cherukuri Raj Kumar alias Azad.
On 14th May 2011, the Hon’ble Supreme Court had directed the CBI to submit the interim report within 6 weeks and final report in three months. Disregarding the seriousness of this high voltage encounter killing involving the Central Home Ministry and Andhra Pradesh police and the whole peace process which got sadly derailed, the CBI dragged its feet for months and months beyond the deadline. The interim report which was submitted to the Supreme Court after 7 months admits that CBI has not looked into the most basic Central Forensic Lab Report. If it were not for the Supreme Court monitoring, the CBI would have compromised its already bruised reputation of working under the influence of its political bosses. Let us hope that the final report expected by March end will be free and fair.

I am looking forward to joining you in the Vatican and Assisi on the pilgrimage that you have scheduled. I leave for Rome tomorrow.
I am writing to you now as I have just received the message issued by the Pontifical Council for Interreligious Dialogue to the Hindus on the occasion of Diwali. I am writing to you as a friend—in particular of the Christians in India. Whenever they have been targeted by fanatics of other religions, including Hindus, I have been in the forefront of taking up their cause.
Such efforts of well-wishers like me can be set at naught by one of the themes that can be read into your message. The communication that you have sent rightly places emphasis on religious freedom. After enumerating several constituents of this, it states, ‘ . . . it includes the freedom to change one’s religion.’
This enunciation needs to be qualified. Otherwise, it will lend itself to the inference that, while the message talks of freedom to believe in any religion and to practice it, under the guise of advocating that noble ideal, what it does is to advance a mandate for conversion.


This is bound to ignite strong reactions in a country like India. We have suffered a great deal at the hands of persons and organizations who have insisted that the only way people can be saved is for them to give up their own faiths and adopt the faith that is being proffered to them by missionaries and mullahs.
The reaction is all the more certain as the allusion will be read as the continuation of the Pope John Paul II’s Ecclesia in Asia and his address to the Cardinals and Bishops that had assembled during his visit to India in November 1999. ‘Just as in the first
millennium the Cross was planted on the soil of Europe,” the Pope had declared, ‘and in the second that of the Americas and Africa, we can pray that in the third Christian millennium a great harvest of faith will be reaped in this vast and vital continent.’ The synod is ‘an ardent affirmation of faith in Jesus Christ the Saviour, and it remains a call to conversion . . .’ we were told. As if endorsing the call of the assembled functionaries of the Church, he declared fervently that ‘the heart of the Church in Asia will be restless until the whole of Asia finds its rest in the peace of Christ, the Risen Lord.’
The extension that the communication has made—of freedom to believe to mean freedom for missionaries to convert—is at complete variance with the theme that you have enunciated for the pilgrimage. You have set it out as a journey towards peace and truth. And your core message is that one’s commitment to peace and truth is all that is required.
Moreover, the extension flies in the face of what our Supreme Court has held. It has held that the freedom to profess does not include the freedom to convert.



And that for good reasons:
● Missionaries—and not just of the Church—have used the privations of the poor to inveigle them into abandoning their own religions: as you know so well from your close acquaintance with the history of the Church, they have not just not stopped at using the extreme distress of our people during famines and the like to ‘harvest their souls’, they have actively used such tragedies.
● They have beguiled poor and ignorant people by pasting the most egregious falsehoods on to our gods and goddesses.
● Missionaries have beguiled them by promises of miracles and the like. Far from the promised miracles having come about, even the social equality within the Church that was promised to members of lower castes in India, to take just one example, has not come their way. Volumes upon volumes have been written by the converted to this effect.
● Ever so often, those engineering the conversions have used the very coercion that your message so strongly condemns.
● Conversions by such means have thrown individuals into confusion. They have alienated them from the very communities that have sustained them. And, where the conversions have ensnared large numbers, they have alienated these from the larger community of which they are a part.
● This has ignited violence against groups and against individual missionaries also.
Such outcomes cannot but disrupt the harmony that all of us are committed to promote.
I am with you in holding that every individual should be free to explore other religions. That exploration has to be free. It has to be by the individual herself or himself. It has to be an informed search.
It must not be induced by enticement. It must not be propelled by compulsion. It must not be engineered by falsehoods and calumny. Nor by false promises. And certainly not by coercion—including in the latter, coercion of the subtlest kind as in frightening persons by hectoring them that ‘an unbaptised soul will be condemned to eternal hell-fire.’
Such conversions cannot but ignite strong reaction. They cannot but intensify tensions in our societies. They will surely lead to violent outbursts. In a word, they will lead precisely to the outcomes that this pilgrimage wishes so earnestly to foreclose.
I, therefore, request that, in contrast to the advocacy of conversion that can be inferred from your message, we ask for a moratorium on collective conversions, on conversions brought about by force or enticement. In particular, we should advocate a moratorium on converting persons who are not yet mature to weigh options, including the option not to align with any particular denominational religion—after all, how can an infant or an unlettered tribal exercise an informed choice?
Such a moratorium will give peoples of different faiths time to catch their breath, and to reflect. It will also give time to our various organizations and personnel to cleanse their own conduct.
During this time, of course, individuals will be totally free to practice their own religion, and, if their inner search takes them to another faith, to embrace it.
I hope we will have a full opportunity to discuss this matter at the conclave.
